  • Immigration offices are processing all types of permit applications.
    • Applications must be first uploaded online in order to receive an appointment to submit the file at the counter.
    • Delays may be encountered.
  • Entry is allowed for:
    • Travelers from EU/Schengen Area countries, Andorra, Monaco, San Marino and Vatican City; Australia, Japan, New Zealand, Rwanda, Singapore, South Korea, Thailand and Uruguay;
    • EU/Schengen Area/Swiss/UK nationals;
    • Romanian nationals and their families;
    • Family members of EU/Schengen Area nationals resident in Romania or holding a family member residence permit issued by an EU/Schengen Area country;
    • Holders of a long-stay visa, residence permit or similar document;
    • Holders of a long-stay visa issued by a EU country;
    • Students;
    • Highly-skilled workers;
    • People in transit;
    • Moldovan nationals in transit for up to 36 hours (or without time restriction if holding a transit visa).
  • Commercial flights from/to Austria, Belgium, France, Germany, Iran, Italy, the Netherlands, Spain, Switzerland, Turkey, and the United States have been resumed.
  • Travelers must complete before travel an entry questionnaire online or on paper.
  • A COVID-19 assessment is performed upon entry. This includes a temperature check, signing a health statement and brief health interview with a Public Health Authority official.
  • Negative COVID-19 PCR test result, issued no more than 72 hours before boarding/entry (if entering by private means), required for travelers from ‘high risk’ countries, except:
    • Travelers under 3 years old;
    • Travelers with a vaccination certificate, confirming vaccination at least 10 days before arrival;
    • Travelers recovered from COVID-19 14-90 days before arrival.
  • 10-day home quarantine for travelers arriving from ‘high risk’ countries, except:
    • Travelers staying for less than three days;
    • Travelers with a vaccination certificate, confirming vaccination at least 10 days before arrival;
    • Travelers recovered from COVID-19 14-90 days before arrival;
    • Cross-border workers entering from Bulgaria, Hungary, Moldova, Serbia and Ukraine;
    • Staff entering Romania for installation, commissioning, maintenance, service of equipment and technology in the medical, scientific, economic, transport and other specific fields;
    • Students, Romanian citizens or citizens with residence outside Romania who have to take tests;
    • Drivers of goods;
    • Railway staff.
  • 14-day quarantine for those entering without a PCR test.
  • Quarantine period can be reduced by taking a COVID-19 test on the eight day of quarantine. Upon receiving a negative test result, the quarantine ends on the 10th day of quarantine.
  • Expiring documents, including residence and work permits, EU registration certificates and residence cards, will be automatically extended until the end of the state of emergency (locally called state of alert) in Romania (no end date confirmed yet) and can then be exchanged within 90 days of the end of the state of emergency.

Bucharest restrictions:

  • Leaving the house between Monday to Thursday (22:00-5:00) and Friday to Sunday (20:00-5:00) is only allowed if carrying a declaration on one’s own responsibility, stating that the person is either working during those hours, having a medical issue, offering help to old/sick persons or is handling issues regarding a family member’s death.
  • Closing hours for shops: Monday to Thursday – 21:00; Friday to Sunday – 18:00.
