On 8 July 2026, the Romanian Ministry of Labour published the long-awaited methodology governing the preparation and update of the Shortage Occupations List introduced under Government Emergency Ordinance No. 32/2026.

Although the document does not yet include the actual list of occupations, it explains how the list will be prepared and updated going forward.

What the Methodology Confirms

The methodology confirms that the Ministry will rely on data provided by three key institutions:

  • the National Employment Agency (ANOFM);
  • the Labour Inspectorate;
  • the General Inspectorate for Immigration (IGI).

Criteria for Inclusion

Occupations may be included based on several cumulative criteria, including:

  • the existence of declared vacancies;
  • at least 20 active employment contracts with foreign workers;
  • at least 20 work authorisations issued;
  • inclusion within Major Groups 3-9 of the Romanian Classification of Occupations.

How Often the List Will Be Updated

The List will be updated every six months or whenever labour market developments require it.

A New Feature: Employer Proposals

An important novelty is that employers will be able to submit proposals for adding occupations through the WorkInRomania platform, supported by relevant statistical data and recruitment justifications.

Why This Matters for Employers

While this methodology represents another important milestone in implementing Romania's new immigration framework, employers are still awaiting publication of the actual Shortage Occupations List and the remaining implementing legislation.

What Employers Should Watch For Next

Companies planning to hire non-EU nationals in Romania should monitor the publication of the Shortage Occupations List itself, as it will determine which roles can benefit from streamlined procedures under the new GEO 32/2026 regime. Until then, the methodology provides useful clarity on how the list will be built and maintained.
