In a bid to enhance opportunities for young people, the European Commission has put forward a proposal urging the European Council to initiate negotiations with the United Kingdom. The goal is to establish an agreement facilitating youth mobility, streamlining processes for studying, working, and residing in both the UK and the EU.
The aftermath of the UK’s departure from the EU has led to a decline in mobility across the Channel, particularly affecting the prospects for young individuals to explore life in each other’s territories and partake in youth-centric activities like cultural exchanges, education, research, and training programs.
The proposed agreement aims to tackle existing barriers to youth mobility in an innovative manner, granting young citizens easier and extended access to travel between the EU and the UK. It outlines criteria such as age limits, maximum stay durations, eligibility conditions, and compliance verification rules to enable purpose-free movement, unrestricted by quotas. For instance, individuals aged 18 to 30 from both the EU and the UK could potentially stay for up to four years in the destination country.
The next phase involves deliberations within the Council regarding the Commission’s recommendation. If approved, the Commission would be authorized to commence negotiations with the UK concerning youth mobility.
